In addition to the many individual sections that were added or clarified as is typical with a new edition of MasterFormat, there were two Divisions that benefited from significant work provided by subject matter experts to help their contents better support the work of professionals working in those areas.

Division 28−Electronic Safety and Security

Division 28 encompasses work results for the electronic and ‘intelligent’ elements related to facility security, fire detection and alarms, and other life safety systems. From its introduction in 2004 until 2014, Division 28 experienced very few changes, while the security industry evolved extensively due to both technological innovations and the realities of the post-9/11 world.

The Security Industry Association (SIA) assembled a technical subcommittee to provide the subject matter expertise for a near complete revision of Division 28, bringing it current with today’s security industry.  The MasterFormat Maintenance Task Team helped fit the SIA work into MasterFormat in a way that would result in the least disruption for current users. The SIA will maintain this standing committee to continue to offer input to MasterFormat so that it keeps pace with new developments.

Division 33−Utilities

Much like Division 28, this division underwent a comprehensive, top-to-bottom revision, updating references to all types of ‘outside-the-fence’ utilities, including water, wastewater, stormwater, hydrocarbons (e.g. petroleum and natural gas), hydronic and steam energy, high- and extra-high voltage electrical, and communications. These revisions, as well as associated revisions to sections in Divisions 35 and 41 are the culmination of a nine-year process undertaken by an ad-hoc working group, the Environmental Engineers Coalition, comprised of representatives of ten major firms with significant practice in the fields of environmental, process, utilities, and water-wastewater construction.  As with other, similar efforts, the EEC working group worked with the MasterFormat Maintenance Task Team to ensure that the changes it proposed worked within the expectations of MasterFormat, providing value and familiarity to users.

The MasterFormat Maintenance Task Team conducts a biennial revision cycle process, publishing updates to the format every two years. This committee of volunteers develops the changes to the format based on input from industry supporters and proposals from individual users that were submitted through The 2016 task team members are: Mark J. Kalin, FCSI, CCS, FAIA, Chair (ARCAT), Joseph Berchenko, CSI, CCS, AIA (ARCOM), Kenneth E. Chappell, CSI, CDT, LEED AP (BSD), Thomas Dunbar, CSI, FCSC, RSW (Digicon), David Metzger, FCSI, CDT, FAIA, SCIP (SCIP), Kevin M. O'Beirne, CSI, CCS, CCCA, PE (CSI), Keith A. MasterFormat is a master list of numbers and titles classified by work results or construction practices, used to organize project manuals, detail cost information and relate drawing notations to specifications. By fostering fuller and more detailed construction specifications, MasterFormat is designed to reduce costly changes and delays in projects due to incomplete, misplaced or missing information. MasterFormat is a joint publication with CSI and CSC. For more information on the MasterFormat 2016 Edition, please visit

MasterFormat provides a standard filing and retrieval scheme that's used throughout the construction industry and can be used throughout the project life cycle. Construction projects use many different kinds of delivery methods, products, and installation methods, but one thing is common to all – the need for effective teamwork by the many parties involved to ensure the correct and timely completion of work. The successful completion of projects requires effective communication amongst the people involved, and that in turn requires easy access to essential project information. MasterFormat enables all of these things.
